Simple common oils from your hands can easily stick to the surface of vinyl - especially those that have a high silicone content. 

Human skin oils on the vinyl parts can cause the paint to not stick as well or can cause unsightly blemishes that may be hard to see until after you have cured the paint. 

Make sure you never run into this problem by always washing all the vinyl parts before painting.
